How better to no cost achieve minimal literacy in WordPress? It is not difficult or rather it is like learning Microsoft Word and likewise unless you go at it you or rather the typical user uses 1-5% of what WordPress can do. I, starbadger, Richard Larratt, do not claim expertise in WordPress. Nor does John but as you can see Castlehom has been running six-months.
It’s a chicken and an egg. After the site has as few as a half dozen editors or animals up and running the site will begin to be the disinterested web source of how does WordPress works, second to none.
For anyone lurking and thinking about applying to be one of the sixteen I recommend you get the free copy of WordPress. Among other things it will tell you short of “community” what you need to master the basics. =======================================================

Is my assumption correct in that each animal will have free reign as to how their particular neighborhood will look regarding colors, templates, etc? Or will they all share a basic template so they flow with the hub page?

YES.
If 1.01 is about anything it is that every Editor has freedom to do as he or she feels best. The hub page of Castlehom (me) is fixed except for a few small thwacks. You are INTP which puts you at the extreme left (sic: first) of the sixteen sliding doors. At this point you could still elect to be a different type (if you’d rather we use a different animal for INTP I suppose we could do that but I do have a rat story I intend place in the (to be built) library at Castlehom Chronicles. It is the Story of which bits and pieces are already posted that has Raymond as a world’s oldest lab rat who was liberated from Harvard Psychology Lab and now lives in a field by a year-round Spring of fresh clean water on the hobby farm of a left-leaning economics professor from Harvard. That said you will find once you get into “rat” that it is just plain fun. If you don’t like rat – don’t agree to it – want to be a crow – tell me. Another editor wants to be a goat.
Until I set up this site I did not know so many people take their Myers-Briggs so so seriously. Myers Briggs Foundation It is widely assumed that Albert Einstein was an INTP. He probably was albeit I would be surprised if he gave it as much thought as a lot of people posting on the web out of Myers Briggs Interest Groups appear to – some post exclusive to INTP-only sites. So be careful. At the time I thought that there was a short list of smart animals and birds that live or co-evolve with man. In no particular order I’d mention rats, raccoons and crows. These last few months I have had a lot of Google Alert information on rats. In particular dumbo rats. There is no question that there are millions of people who have rats as pets and see that a dumbo rat is not a hamster but rather a wonderful pet blacklisted by his wild brother. Actually two – the black rat or ship rat is a different species than the brown rat or Norway rat. A lot of the eyes on INTP at castlehom will go away if Ray does.
As the first editor in one of the four categories you have more freedom than the next. Nothing to do with anything more complex than being first. Read up about the category – the rational. What you might notice is that the four sliding doors are shades of green but inside the main color is blue. That is wrong and for you to fix. It should be green inside. Use the outside door to give you an idea of the shade of green. You can read the four colors of Myers Briggs to understand of what I speak and the world out there assumes correct. You are the lucky one as you are first in the category.

You couldn’t do better than to really get your head into the theory of INTP then set up your google analytics to let you study the INTP activity on the Web. I’ll be more than willing to help you with that albeit I am still learning but I am I’d imagine six-months ahead of you as that is when I started the site. As you become comfortable with castlehom and discover that a free WordPress and Castlehom are not the same you will then have the knowledge to be able to invite in your friends but to Castlehom not facebook, my space, etc. where you may all remain friends and have sites. Castlehom works with never against these big sites. There is the irony that the more computer literate your friends are the quicker it will be a benefit to you that they be on your site. But don’t expect all your “members” to be INTP. The way google works if you start doing things INTP right then google will direct eyes to your site (remember some one can come straight in off the web to your site). It would help if you had an artist or at least someone who can cartoon rats. That and a mastery of INTP would work. such that your site might end up mostly INTP.
But you do it a day at a time. It’s not a pet rock. The google alerts will put you in touch with other INTPs. You get to know them. You talk to them. You tell your stories. Stories you’ve told me.

What kind of content is to be expected of my running that neighborhood? Regular entries based off of life observations? My progression of writing from idea to finished product? Or is anything allowed?

Castlehom will never be an “ADULT” site albeit driven by adult wisdom and experience in the context of a love of story telling. There is a way to tell adult stories to children and someone should. You for example.
After say a month or so when you are past the basis learning curve and castlehom has its library it is very much you do what works. Think back if you may to the old IAM site and how it was carried by a handful of sites. Your site has to be one of those. As to what is allowed – it is already on the masthead. Parents, Children, Story telling, the reCAPTCHA if you will of the best of America, past, now and ever the future, the city on the hill. We are all things and all are welcome as per the usage of the 16 to cover the spectrum of being but if you insist we are somewhat libertarian. We are no Religion but can’t we all be Buddish. Well yes but no. We will over time be a lot like the Paris Review was. Never critical of the story teller. No critics here as there are none at the review or rather there were not twenty years ago when I read it –

My last question for now is regarding stories. I’m digging out one of my ideas I’ve been tossing around for awhile and am hoping to finish it and have it published one day. Did I read correctly in another post that that is a possibility here with what is going on with the drowning book?

The drowning book could be a winner and if you can organize around that there is the next six months of all the time you can spend on the Web. Remember the drill. You sign on. Get up and running. Then you at the minimum talk to that girl who wrote a story. She’s active on facebook and if you can’t raise her I can. Actually there was a bunch of them did but it is for the moment a lost opportunity. But that is always the way.
Lets get going.
